International Conference on the Possibility of Using Renewable Energy Sources and Energy Efficiency in the Cities and Municipalities
The Conference on the Possibility of Using Renewable Energy Sources and Energy Efficiency in the Cities and Municipalities will be held in Bjelovar, Croatia, on 20 February 2012.
Introductory lectures will be held by His Excellency Mr. Bernd Fischer, Ambassador of Germany to Croatia, and Ms. Mirela Holy, Minister of Environmental Protection of Croatia. Along with Minister Holy, various other lecturers and representatives from relevant national institutions will take part in the conference and hold presentations: Ana Pavičić Kaselj (Assistant Minister of Construction and Physical Planning), Igor Raguzin (representative of the Ministry of Economy), and Marija Šćulac Domac (representative of the Environmental Protection and Energy Efficiency Fund).
Germany has been showing progress in climate and energy policy and seeking to realize ambitious goals, therefore Germany's experience will be shared and presented by Konrad Kober (Member of the Bavarian Parliament) and Theo Abenstein (journalist and Consultant for Environmental Protection at the Hanns Seidel Foundation).

Welcome? Challenges of Integrating Asylum Migrants in Croatia
This policy brief analyzes asylum politics in Croatia, both at the level of practice and at the level of legal and normative standards. The goal is to examine the issue of asylum migration, highlight key problems in the process of integrating asylees in the Croatian society and offer policy recommendations. This analysis indicates the need for increasing public awareness about asylum and fostering accountability of political elites to address these issues with responsibility and care. The upcoming membership in the European Union will bring additional challenges, including those related to migration and asylum. Is Croatia prepared? The debate on asylum in Croatia is at the initial stage, the argument this paper uses to underline the importance and benefits of early action.
This policy brief was produced within the framework of the TRAIN Programme organized by the German Council on Foreign Relations (DGAP) in 2011.

Study "Analysis of Regional Capacities for the Absorption of EU Funds" Published
The study contains the results of the research on the capacity of county institutions to participate effectively in absorption of EU funds. It combines the results of the survey analysis with official data on the amount of grants contracted by the counties as well as other actors until 31st December 2010. The results have confirmed the important role played by the county institutions in attracting EU funds. Not only that they have actively participated with their own projects, but they have been strongly involved in supporting the applications of other local actors. Results have also confirmed that establishing of county development agencies meant a very strong incentive for faster development of the overall absorption capacities at the regional level. However, significant regional differences with respect to the level of capacity are much present. Around three quarters of total funds have been contracted by one quarter of counties. Study has also identified most important needs for the future capacity building of county institutions with respect to absorption of EU funds.

This publication is as a product of IMO researchers within the 'Civil Society Capacity Building to Map and Monitor Security Sector Reform in the Western Balkans' project which is financially supported by the Ministry of Foreign Affairs of the Kingdom of Norway. This is regional project involving 7 regional think-tank organizations from Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia and it is being developed in cooperation with the DCAF (www.dcaf.ch).
It analyses three phases of security sector reform in Croatia in the period between 1989 and 2009, highlighting its main trends and challenges. The publication aims to raise awareness about the importance of the aforementioned processes in Croatia, being an interesting and useful read for all who are interested in security-related issues in Croatia. NATO has undoubtedly been the most successful political-military alliance in recent history. Despite the fact that it managed to adjust to challenges of the international relations in the post-Cold War period, it is obvious that it is currently facing serious ones that require a new, if possible common, approach. All this brings us to the conclusion that NATO needs new strategic guidelines that would contribute to its functionality and visibility at the global scale. Given the changed environment and existing challenges to security of wider euroatlantic region, it is obvious that NATO’s New Strategic Concept is being developed in difficult circumstances.

The new issue of the EU-27 Watch including the Croatian country report written by the Institute for International Relations is now available at: www.EU-27Watch.org .
The Watch EU-27 No. 9 gives an overview on the current national debates on European policy in the 27 EU member states and the 4 candidate countries. The topics discussed in the EU-27 No. 9 are: the implementation of the Lisbon Treaty, enlargement and the European Neighbourhood Policy, the financial crisis and economic policy, and climate and energy policy.
