Welcome? Challenges of Integrating Asylum Migrants in Croatia

This policy brief analyzes asylum politics in Croatia, both at the level of practice and at the level of legal and normative standards. The goal is to examine the issue of asylum migration, highlight key problems in the process of integrating asylees in the Croatian society and offer policy recommendations. This analysis indicates the need for increasing public awareness about asylum and fostering accountability of political elites to address these issues with responsibility and care. The upcoming membership in the European Union will bring additional challenges, including those related to migration and asylum. Is Croatia prepared? The debate on asylum in Croatia is at the initial stage, the argument this paper uses to underline the importance and benefits of early action.
This policy brief was produced within the framework of the TRAIN Programme organized by the German Council on Foreign Relations (DGAP) in 2011.

Objavljeno istraživanje "Analiza kapaciteta za korištenje EU fondova na županijskoj razini"

Istraživanje donosi ocjene kapaciteta županijskih institucija za sudjelovanjem na natječajima za dodjelu bespovratnih sredstava sufinanciranih od strane pretpristupnih fondova Europske Unije. Analiza sadrži rezultate anketnog istraživanja kojom su obuhvaćene sve županije kao i službene podatke o ugovorenim sredstvima iz pretpristupnih fondova do 31.12.2010. Rezultati istraživanja ukazali su na važnost regionalne samouprave u pogledu korištenja sredstava iz pretpristupnih fondova Europske unije. Županije zajedno sa svojim institucijama poput županijskih razvojnih agencija ne samo da se direktno prijavljuju na natječaje već značajno pomažu i druge aktere u županiji u pripremi vlastitih projekata. Rezultati su potvrdili da je osnivanjem županijskih razvojnih agencija dan vrlo snažan poticaj bržem razvoju kapaciteta za korištenje sredstava iz pretpristupnih fondova. Međutim, primjetne su značajne razlike među županijskih institucijama u pogledu uspješnosti korištenja EU sredstava. Otprilike jedna četvrtina županija ugovorila je oko tri četvrtine ukupno ugovorenih sredstava.

This publication is as a product of IMO researchers within the 'Civil Society Capacity Building to Map and Monitor Security Sector Reform in the Western Balkans' project which is financially supported by the Ministry of Foreign Affairs of the Kingdom of Norway. This is regional project involving 7 regional think-tank organizations from Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro and Serbia and it is being developed in cooperation with the DCAF (www.dcaf.ch).
It analyses three phases of security sector reform in Croatia in the period between 1989 and 2009, highlighting its main trends and challenges. The publication aims to raise awareness about the importance of the aforementioned processes in Croatia, being an interesting and useful read for all who are interested in security-related issues in Croatia. The Watch EU-27 No. 9 gives an overview on the current national debates on European policy in the 27 EU member states and the 4 candidate countries. The topics discussed in the EU-27 No. 9 are: the implementation of the Lisbon Treaty, enlargement and the European Neighbourhood Policy, the financial crisis and economic policy, and climate and energy policy.
