Description of project
Project objective
The objective of this consultancy service is to help prepare the CNPIP for the World Bank (and /or other donors) appraisal and eventual government implementation. The desired outputs include key documents and reports that will form part of a full project proposal for an investment package, according to World Bank operation guidelines.
Project tasks
The role of the Consultant is to implement four main tasks / tasks:
- Needs Assessment for Capacity Building, Education and Training
- First Phase Investment Needs and Advisory Support for the Management Planning Process.
- Social Assessment, Public Consultation, Stakeholder Workshops
- Inventory and Mapping Biodiversity
Type of services provided
- Project preparation and implementation, training need analysis, recommendations for priority actions and related costs.
- 6 workshops to ensure participatory processes, seeking opinions on capacity needs from all stakeholders responsible for Nature Protection in Croatia.
- Proposal for the development of Long-term nature protection financing strategy.
- Report on state of the art and proposed mechanisms to strengthen the partnership with NGOs for nature protection services.
- Report on existing programmes of public institutions that manage protected areas, species, zoos, botanical gardens, and museums with recommendations for their enhancement embedding the concept of biological, landscape and geological diversity, and related investment needs.
- Report on overlapping sectors priorities for capacity development (fisheries, forestry, agriculture, water, and tourism) with two case studies (pilots).
- 5 inter-sectoral focus group discussions for overlapping sectors.
- Two pilots identified and specified pilot actions (marine ecosystems to pilot “no take” zones or “no discharge” areas to enhance both fisheries stock and biodiversity protection; test biodiversity-friendly tourism certification process).
- Report on the potential for a volunteer ranger program with recommendations for a pilot program to finance volunteer rangers and “training-of-trainers” needs for program materials.
- Training needs assessment and training program related to biodiversity services of PAs and GIS, for parks and CPI staff and proposal for NTC with related costs.
- Implementation plan for Faculty of Natural Science curricula on inventory and identification of flora and fauna taxa.
- Report on international opportunities for short courses, distance learning, or educational exchanges in flora and fauna taxonomy.
- Ranger training program with related investment needs.
- Report on capacity building needs to enable local people to apply for future EU grant NATURA 2000 funds.
- Project fiche for co financing from the pre-accession funds available for Croatia as a candidate country approaching EU.
